It's been a while (around 2 weeks ago) I had installed the Windows 10 on my HP 450 PC and it is working properly but, after around 2 weeks, when I clicked to connect the Celcom Broadband Manager, the small notice automatically was loaded and it stated that "Celcom Broadband Manager.exe has stopped working. A problem caused the program to stop working properly. Windows will close the program and notify you if a solution is available."
When I clicked close, it's gone.

This problem could be related to compatibility of application with Windows 10. Although Windows 10 has been released for quite some time, applications still have issues since they weren't updated properly or at all. Try reinstalling the application, but this time add a compatibility tweak. Right click the software and go to Properties > Compatibility. Choose another version of Windows from the list and then launch the software again.
